Our guess is that the person who made this did not really think that they were making a caucasian version of Mr. T. We are hoping that this is some sort of glazing accident and not some sort of racist commentary. If you look at the paint job around the letters you can tell that this person was not very skilled with a brush. This kind of bank is made from a mold of the Mr. T plastic bank. People also used this mold to make cookie jars.
